European standards and directives
Directive 2014/55/EU officially came into force in 2019, stating that all European public administrations must be able to accept electronic invoices from their suppliers. The aim has been to standardize a common European e-invoicing format, so that any public or private supplier can work with European public administrations seamlessly.
The European standard on e-invoicing, EN 16931 from 2017, is a cornerstone to standardize electronic invoicing for public procurement across Member States. It establishes a unified semantic data model for e-invoices to ensure interoperability, compatibility and accessibility. The standard allows for national specifications, also called CIUS (Core Invoice Usage Specifications), to adapt to local needs. To ensure compliance with EN16931, businesses in the EU must be able to send (and receive) e-invoices that follow the rules defined in the core invoice or relevant CIUS.
CTC (Continuous Transaction Controls) and regulated infrastructures
Companies are facing an increasing complexity in their invoicing as new rules and regulations for digital VAT reporting are implemented by European tax authorities. The new regulations and solutions for digital reporting are implemented independently by each country. However, the common purpose is to ensure the provision of more timely and precise data for the authorities.
The key to navigate this situation is to understand how the regulations are changing and adapt incrementally as the new regulations and solutions are implemented in countries you do business in.

Peppol
Peppol enables a consistent way to accommodate various national regulations in a single framework. Although not being an integrated part of the EN 16931 standard, the Peppol BIS 3 format is EN compliant and can be used for compliant e-invoicing. Some countries, such as Norway and Sweden, use Peppol as their main infrastructure for public procurement invoices.
